The Core Applications Project
To assist NGOs (non-governmental organizations) in achieving the objectives of improved quality, efficiency and responsiveness under the LSG (Lump Sum Grant) environment, the Social Welfare Department has obtained support of the Lump Sum Grant Steering Committee (LSGSC) and endorsement of the Subventions and Lotteries Fund Advisory Committee (now the Lotteries Fund Advisory Committee (LFAC)) for using the Lotteries Fund (LF) to support business improvement proposals (BIPs) of NGOs.
Under the BIP Scheme, a lot of NGOs indicated that their first priority was to computerize their financial management (FM) and human resources management (HRM) systems. It was considered that it would be beneficial to run the project collectively based on the following two major reasons:-
a. the participating NGOs would be aggregated into a bigger demand in the market to attract better commercial offerings;
b. a forum would be established to encourage more active experience sharing among the NGOs.
SWD invited the first and second rounds of invitation in August 2001 and December 2002 respectively. The Council (The Hong Kong Council of Social Service) is now wrapping up the Batch I and Batch II Project currently. The Batch III work has started formally in June 2005.
