Submission of Tender
A complete tender should be submitted in three (3) identical printed sets and three (3) identical softcopies in text-searchable format (either Microsoft Word or PDF). Suppliers should use the standard forms attached in the Tender Document to compile their proposals. Please note that unless your tender has provided all the requested information, we would be unable to process your submission. If there is any discrepancy between the printed copies and the softcopies, the printed copies would be used.

No other marks, especially those which would hint on the identity of the Supplier, should appear on the envelope. The tender should be addressed to Reception Counter, 13/F., Duke of Windsor Social Service Building, Hennessy Road, Wanchai, Hong Kong.

Your proposal should reach the tender box no later than 28 March 2018 (Wednesday), 12:00 noon (Hong Kong Standard Time). In case that Tropical Cyclone Warning Signal No. 8 or above, or Black Rainstorm is issued within the three (3) hours prior to the tender closing time, the tender closing time will be automatically deferred to 12:00 noon of the following business day.

Late tenders would not be considered. The Hong Kong Standard Time broadcasted by The Hong Kong Observatory at its webpage http://www.hko.gov.hk/gts/time/HKSTime.htm would be referenced.

Suppliers should note that you are responsible for all the expenses incurred in the preparation, submission of the tenders and going through the tendering process.

Even though price is one of the primary tender evaluation criteria, The Hong Kong Council of Social Service is not bound to accept the lowest bid, nor to accept any tenders at all if the situation warrants.

No supplier should attempt to initiate any further contact with The Hong Kong Council of Social Service or its representative on matters related to this tender exercise in any channel or manner not specifically described in the Tender Document as the formal tendering process has started already.

Questions and Answer
 

1. 1 x 24 x 7 Maintenance Service for: Oracle VM Management Server x 1 , Servers for running the Oracle Virtual Machines x 4, Backup Server x 1. Is it mean that you request 1 hour response time?

ANS: The tender¡¦s infrastructure is for reference. We are not request for 1 hour response time. Please propose the hardware response time 24 x 7 x 4.

2. No mentioned for: Storage for Virtual Machine data and Disk-to-Disk backup x 1, Fiber Switches for connecting 4 servers x 4, Gigabit Switch for connecting all the devices in the infrastructure x 2, Firewalls x 2, KVM Switch and Consoles with monitor x 1. Your help to provide the request maintenance level is most appreciated.

ANS: Please propose the hardware response time 24 x 7 x 4.

3. 7 x 24 Hardware Maintenance for: Backup Tape Library x 1. Your help to provide the request maintenance level is most appreciated.

4. Refer to the tender specification 7.9. Free Warranty Period and Service Coverage ¡§The duration of free warranty period upon the completion of the project, i.e. end of system nursing, will be calendar months (not less than 90 calendar months)."

ANS: Please notice that it should be as follow: The duration of free warranty period upon the completion of the project, i.e. end of system nursing, will be calendar days (not less than 90 calendar days).

5. Firewall Implementation & VPN Connection Setup: - There are several brands of firewalls (listed in Appendix D) that are required to setup site-to-site VPN with PRD site. Can we provide basic firewall setup only? Is it required to setup site-to-site VPN for seven NGO? i.e. seven UAT.

ANS: The firewall models listed in Appendix D are the participating NGOs¡¦ equipment. The Suppliers have to ensure the compatibility between your proposed Firewalls, to be installed in the data centre, and the participating NGOs¡¦ firewalls for the formation of the VPN connection (i.e. site-to-site VPN, SSL VPN). VPN connection and network settings have to be configured for the access of participating NGOs¡¦ users. The configuration of participating NGOs¡¦ firewalls would be handled by their corresponding vendors, but the Supplier of this project has to provide sufficient information and support for facilitating this process.

6. BackupExec Implementation: - 7 NGO will go-live in different schedule, is it required to provide seven (7) UAT for backup implementation service? Alternatively, we can provide one UAT for NGO and let customer to perform others NGO.

ANS: The UAT for the backup solution has to be conducted for each NGO (seven (7) NGOs in total) according to their application implementation schedule.

7. Documentation/Training, Skill Transfer and handover: - Same as #2, is it required to provide seven (7) documentation/training and skill transfer? Alternatively, we can provide one session skill transfer for seven NGO.

ANS: Only one (1) set of documentation is required, and the training and skill transfer are mainly for the administrator of Core Applications Project (CAP) Systems, i.e. The Hong Kong Council of Social Service. For the detail requirements on training and skills transfer, please refer to ¡§Section 5 ¡V System Administration Training and Documentation¡¨ of ¡§Form of Tender¡¨ and ¡§Section 4 point 4 - System Administration Training and Skills Transfer¡¨ of ¡§Tender Specification¡¨.

8. System Nursing: - Same as #2, is it required to provide nursing support for 7 NGO based on the go-live schedule? Alternatively, can provide first go-live NGO for system nursing only?

ANS: System nursing is required for each NGO (seven (7) NGOs in total) according to their application implementation schedule.

9. We cannot find RTO & RPO requirements in the tender doc, shall we assume it is cold DR solution by backup / restore? Furthermore, we can only arrange same site restoration if no DR machine is available.

ANS: There is no Disaster Recovery (DR) site at another location and DR machine in this project. For the detail requirements on data backup solution, please refer to ¡§Section 3 - Risk Management¡¨ of ¡§Form of Tender¡¨ and ¡§Section 4 - Infrastructure Specification¡¨ (Item#3 Data backup solution) of ¡§Attachment - Hardware Infrastructure Specification¡¨.
